RESIDENTIAL HABILITATION (Community Homes)

KVOU provides Residential Habilitation services in licensed community homes for individuals with intellectual disabilities. These homes offer a safe, supportive, and community-based living environment where individuals receive individualized supports based on their needs, preferences, and goals.

Residential Habilitation services support individuals in acquiring, retaining, and improving skills related to self-help, daily living, communication, socialization, and community participation as identified in the Individual Support Plan (ISP). Supports are delivered in a manner that promotes health and safety, dignity, independence, and meaningful participation in community life. Services are provided in accordance with Pennsylvania Title 55 regulations, including Chapters 6100 and 6400, and are authorized through ODP waivers.

IN-HOME AND COMMUNITY SUPPORT

KVOU provides In‑Home and Community Support services to assist individuals with intellectual disabilities to live successfully in their own homes and actively participate in their communities. These services are individualized and flexible, supporting each person’s goals, preferences, and daily routines.

In‑Home and Community Support services focus on assisting individuals in acquiring, retaining, and improving skills related to daily living, communication, socialization, and community participation as outlined in the Individual Support Plan (ISP). Supports may be provided in the individual’s private residence and throughout the community and are designed to promote independence, self-direction, and meaningful engagement while ensuring health and safety. Services are authorized through ODP waivers and delivered in accordance with Pennsylvania Title 55, Chapter 6100 regulations.

Who This Service Is For
In‑Home and Community Support is for individuals who live with family, independently, or in their own residence and benefit from support with daily activities, skill development, or community involvement.

SUPPORTED LIVING

KVOU provides Supported Living services to assist individuals with intellectual disabilities to live in their own homes while receiving the individualized supports they need to remain safe, independent, and engaged in their communities. Supports are tailored to each individual’s preferences, strengths, and goals and emphasize personal choice and self-direction.

Supported Living services focus on assisting individuals in acquiring, retaining, and improving skills related to daily living, household management, personal wellness, decision-making, and community integration as identified in the Individual Support Plan (ISP). Services are designed to promote independence while providing the level of support necessary to ensure health, safety, and meaningful participation in everyday life. Supported Living services are authorized through ODP waivers and delivered in accordance with Pennsylvania Title 55, Chapter 6100 regulations.

Supported Living is for individuals who live in their own home or apartment and want to maintain or increase independence while receiving individualized support based on their needs and goals.

RESPITE SERVICES

Respite services provide temporary community home care for individuals with intellectual disabilities or autism. This service is designed to offer short-term support and is not to exceed 31 calendar days in a single calendar year. We offer two primary types of respite placement: Standard Respite Care (planned) and Emergency Respite Care (short notice).

While respite care is temporary, we maintain high standards of safety and support. Most regulatory requirements for community homes apply to respite services to ensure the health and well-being of the individual.

Our respite services are for individuals with intellectual disabilities or autism who live in private homes, offering relief for both the individual and their primary caregivers.

Waiver & Funding Information
KVOU provides respite care through the Consolidated Waiver and Person/Family Directed Support (PFDS) Waiver. All services strictly adhere to Title 55, Chapter 6400 and 6100 Regulations.

COMPANION CARE

Companion services provide trusted support for adults age 18 and older to ensure safety, comfort, and meaningful engagement both at home and within the community. This service focuses on assistance with daily activities and socialization rather than skill-building.

This service is for adults with intellectual disabilities or autism who need a consistent presence to help them live safely and remain active in their community.

Waiver & Funding Information
KVOU offers companion services through the Consolidated Waiver and Person/Family Directed Support (PFDS) Waiver, operating under high regulatory standards for safety and quality of care.

  • Kiski Valley Opportunities Unlimited: We maintain written grievance procedures for individuals, families, and advocates that ensure the timely investigation and resolution of all complaints.

  • Pennsylvania Human Relations Commission (PHRC): This commission is the state authority governing the Pennsylvania Human Relations Act.

  • Commonwealth of Pennsylvania Department of Human Services, BEO/Office of Civil Rights Compliance (OCR): As a licensed provider, KVOU must comply with all applicable state and federal statutes enforced by the Department.

  • U.S. Department of Health and Human Services, Office for Civil Rights (OCR): This federal office enforces mandates such as Title VI of the Civil Rights Act and Section 504 of the Rehabilitation Act to ensure equal access to human services.

KVOU explains these rights and the reporting process to every individual upon admission and annually thereafter to ensure they are supported in exercising their rights without fear of punishment or retaliation. We provide any necessary accommodations or assistive technology to ensure individuals can communicate their concerns effectively in their preferred language or mode of communication
